Get an i5 4690k and a GTX 770 or a 960. (if these fit in your budget)

This is more along the lines of something I think would be good for you. Not only does it have better cpu and much better gpu it's also got headroom for more stuff in the budget.

I would go 290 over 960 any day

Yeah it would definitely be more powerful in all scenarios. The OP needs to make sure he does a lot more research before this build, not to offend him but that setup is very misguided. @Jax827 keep revising and think it over and scour the internets for at least a week or two, get to know all the hardware available first.

graphics - get a gtx 960

 

cpu - get i5 4690k

 

rather than get a cheap fan, just get a corsair h100i AIO or noctua nh-d15

 

you might be able to fit these changes into your budget if you drop the ram from 16gb to 8gb (1600MHz, cl9 or cl8)

and i am just now learning about computers and i am just testing the waters so no i do not know alot about this stuff thats why i came here

ok well thanks it sucks that i live in tennessee cause they are bumping up the price for state tax

mainly would be the graphic card, processor and too much memory. so now you halved the memory amount, you can get a better CPU and graphics card as well as a cooler over a $10 fan
