MASSIVE Speed Drops.. What..

So I was watching Motortrend's Roadkill almost all day on my Droid Turbo at 1440p, and it started buffering, at lot, and normally it doesn't besides at the beginning, so I decided to disconnect my WiFi and reconnect, and it wouldn't let be obtain an IP from my 2.4Ghz or 5Ghz Networks so I reset my rounter and watched the most recent episode so I was all caught up, but about 10 minutes ago I was looking on Instagram and listening to Spotify and the music starting studding and Instagram kept buffing, so I disconnected everything and ran a speed test.. 0.69 MBs down and 3.57 up (about avg) when normally their in high 30's. Can someone help figure out this problem?

do you think your ISP might be throttling your connection? when i download too much pornography it happens to me too.

Haha, I don't think so, I called them and they said it was router (isn't true)

If it happens intermittently, its probably due to spikes in usage in your area.

 

What ISP btw?

And Charter Spectrum.
