XPS 700 Bios problem?

I have an XPS 700 that's boots up into the bios and will attempt to load an OS (ive tried windiws 7 home premium and windows XP professional)

 

On windows 7 it gets the first "starting windows" screen after the loading windows files bar loads, then just stops and the pc reboots to bios.

 

On windows XP it starts to load almost gets to the second part of setup then blue screens.

 

I have ried all SATA ports and an ide hard drive it wont take any OS.
