bandwidth management software for windows 8

first off sorry if this has been covered but ....no search! (fix it please)

 

im looking for some software that will manage what programs use how much bandwidth and preferably at what times though i could live with out that had a quick search on google and not had much luck other than sale BS any ideas

You mean traffic shaping?

 

Or simply limiting bandwidth that applications have access to?
