Windows 8.1 restore issue.

I am in the need of a system restore but for some reason can not do so because so matter what I do, when I restart my system is doesn't actually restart it just shuts down then turns on. Nothing loads to my screens. So when I choose to restart my PC with a new drive or recover from an earlier time, it never really turns back on. Does anybody know how I can completely restore my system without having to restart? haha I know it is a strange situation.

IN windows 8 you do not restart then press F8 Etc, you do a system restore by the system restore/Repair feature in System Settings. It will Restart and boot into System Repair etc after you select the option

I understand that, but every option inside of windows 8.1 requires your system to restart. When my system restarts, nothing starts back up. the machine just turns off then on.
