i would get a hyper 212 evo for the cpu cooler

 

there is not much a performance difference in higher speed ram, so if you can get ddr3-1600 ram for cheaper i would do that

 

i would bump up the psu to 600w to be safe, your cutting it close

I'd throw in a power supply with a little more power, just in case in the future you want to upgrade. Also, I'd remove the optical drive from your build, cause honestly nobody really uses optical drives anymore. But if you're 100% sure you need it for whatever reason, then definitely keep it.

I actually couldn't underclock my 5 year old GPU to make it as slow as a next-gen console.

Why did you go with Z97 over Z87?

why wouldn't you? z87 isn't really any less expensive and z97 is a little newer and will supposedly support future intel cpus

There aren't any. But there also isn't any reason to get z87 over z97
