I'm trying to fix up these decently old machines and whenever I try to play a video it stutters.  Any reason why?

Older machines stutter while playing higher resolution because the CPU is doing all of the work since the GPU doesn't have a decoder like all modern PC's. You can play your videos at a lower resolution or try overclocking(but OCing won't help much for this).
