Ethernet to VGA?

A friend of mine works with forest machinery, the computer (http://www.exertus.fi/?g=115&pid=172〈=eng) transmits power and video signal via ethernet. According to him the display is faulty, doesn't turn on at all. And it cant be the modules fault because then the whole thing wouldnt work. 

 

So my question is. Would you be able to use an adapter to connect this to a normal pc monitor(Power still can be achieved like normal). Not for permanent use or anything, its just to test, the reason why he doesn't just replace the monitor is because it costs around 2.3k$ for no reason at all.
