To Answer your question: Yes it is a Haswell Refresh CPU. So yeah you might need a BIOS update. Check with the ASUS support if they made a revision including an BIOS update for Haswell Refresh.

ASUS ROG Strix B550-F + AMD Ryzen 5800X3D; ASUS 6800XT TUF; 16GB G.Skill TridentZ 3600; bequiet! Dark Power 13 850W; Samsung 860 Pro M.2 2TB; PHANTEKS Evolve X

is there a way to know if i will need a bios flash?

Well, check the ASUS Product Page "4590 - supported since BIOS ver. 1802" so yeah, it is part of Haswell Refresh, someone told me it wasn't though, so that's where I went wrong.

You could hope that ASUS updated the BIOS of your board, otherwise you'll need to download the updated BIOS and use the UBF tool to rename the BIOS, then put it on a flash drive, plug it into the dedicated port, hold the UBF button for 2-3 seconds and wait.

do you know if its fail safe or suppose to be fail safe? also would it mess up if i turned on everything and the mobo needed a bios update?
