Usb Current Over Status Detected

My friend's computer has the usb current over status detected showing up and neither him or I know how to fix that. As far as I know it has to do with over current of USB ports. 
 

If I am wrong please feel free to correct me and I would love to know more about it. Also any or all possibilities to trouble shoot or fix this problem is welcomed.

 

Side Question: His power supply also shorts out, could that cause the problem or if he gets a new one could it fix the problem?

Overcurrent. He has too many high powered USB devices plugged in, so the USB ports are being shut off as to prevent possile failure. And the PSU could be part of the issue, he should definitely get a new one if it is shorting out.
