Black screen after restart

I have a really odd problem.

 

When this new system I have built is restarted, Windows shuts down, the system powers down, turns back on, but then I get a black screen, no BIOS screen either.

 

Furthermore, after going into the bios, if I save configuration and exit, the system doesn't restart, the screen goes black and nothing happens,

 

In both cases, the only way to fix it is to hard power off the system by turning the PSU off then on again,

 

I've tried clearing the bios, is it possible the BIOS needs reflashing?

 

Motherboard: MSI Z87 G41 PC MATE

Processor: pentium G3258

CPU: AMD Ryzen 7 3700X - CPU Cooler: Deepcool Castle 240EX - Motherboard: MSI B450 GAMING PRO CARBON AC

RAM: 2 x 8GB Corsair Vengeance Pro RBG 3200MHz - GPU: MSI RTX 3080 GAMING X TRIO
