I have a galaxy S4 with AT&T. I don't have good service in my dorm, but I have high speed wifi so is there a way I can use wifi to text and make calls, but it has to be the same phone number

I don't know if this post will meet your needs, but after I flashed cyanogenmod 11 on my Gs3, this method worked to re-enable wifi-calling (I had t-mobile wifi calling). http://thedroidguy.com/2014/04/setup-wifi-calling-android-device-88975#AciCmEqpuvbuCVjO.97
