I got my custom desktop and install all the drive from the disk that my motherboard give me, and only my usb 3.0 does not work but the 2.0 work. My motherboard is a ASRock 990FX Killer. Window 7, CPU AMD FX-8320 Eight core, Nividia GeForce GTX 770. I also look in the ASRock website and tried to install the usb 3.0 and it does nothing. I try disable the 3.0 from my computer management to see if it react to anything. It did "blue screen" I wondering is there any way to fix or activate my usb 3.0. My friend has same mobo and window 7 and somehow his 3.0 usb work.

Now for the problem at hand. It seems you've got a faulty board, have you tried reinstalling windows? Or doing a bios update? Clearing the bios?

well from the computer management the usb 3.0 is there just not activated for some reason. Also I don't know how to add image to the post so yea.... here a link to my system usb.
