CPU not running at 100%

OK so I ran Aida64 to test my CPU temps. It is not running on an over clock but its only running about half the 4.4 MGhz on full load.

I am running a 4790k with a Cryorig R1 ultimate on the z97 gaming 5 MoBo.

I know the CPU does not always go to full frequency but why isn't it going to full when I am stress testing it?

I am using HWmonitor and my highest temp on one core was 40°C

Because its how the boost works. 

1 or 2 cores: 4.4GHz
3 cores: 4.3GHz
4 cores: 4.2GHz

Nvm since all cores are at max it can't turbo core to max.. that's how it works
