Almost all the chips in any brand are made by 1 of 2 or 3 manufacturers.

I wouldn't sweat the brand much, if at all, personally (in RAM kits specifically) as long as they have sufficient capacity and fit with the rest of the components like the cooler.

Sweet spot for those is 6000mt/s cl30.

Cl28 you can downclock to cl30 so all is fine IMO

It won't matter.

 

X3D chips aren't sensitive to Latency.  So you won't lose any notable performance with a CL28 vs CL36.

 

But yes, CL28 is quicker than CL36.  Smaller numbers are better, as they are a TIMING.  You want less time between doing a thing.

Yes, for 3D go low latency, your CL28 offer. Since you've got a 3D CPU might as well squeeze the last bit of performance.

 

Only go low latency memory for 3D CPU's, there you'll get the best gains. So if you have a 3D CPU go as low latency as you can.

 

Non 3D CPU's are sort of irrelevant, even CL38 will be within margin of error. AMD CPU's sort of soft cap at 6400MHz so no point in going any faster. Also speed and latency can compensate each other, such as 6000MHz CL28 RAM will be same performance as 6400MHz CL30 RAM for Ryzen, cause the faster speed offset the loss in latency.

 

Intel to my knowledge doesn't care about latency up to the really slow ones, again CL38 and lower won't make a difference. However Intel can gain more from higher speed of RAM so you can go 7000MHz and so on and still see gains.

I think you have this backward, as the 3D cache is what negates the Latency differences for the most part.

Maybe, been a year since I last looked at benchmarks.

 

RAM is just the multiplier for performance in games that utilise cache correctly, thus where the 3D CPU's got the insane gains from in again cache heavy titles. 

 

Likely now looking at RAM prices, the low latency sticks aren't worth the premium but baseline on paper there are gains to be had with CL26.
