Help it won't stop flashing

I have a msi brovo 15 c7v and it won't stop flashing even in safe mode.

Nothing can be selected, but I can open the task manager. I have tried reinstalling the drivers and resetting windows settings.

Any ideas?

Lets try this, launch the command prompt with admin rights and from there run DISM /Online /Cleanup-image /Restorehealth , then reboot.

 

Some people also suggested system restore. But hopefully DISM will help.

 

Apparently it has some race condition or something continuously crashing and re-launching explorer.exe
