Screen partially freezing (?)

Im not really sure how to describe it. Yes I’ve tried resetting windows before, it seems to work fine for a month or so then starts acting up again. see attached video to understand the issue better. Happens randomly, this is like one of few times I was able to get it on camera, usually goes away before I can open my camera app. Mostly on my browser, spotify & discord. Doesn’t happen in games. Any help is appreciated.
