My Server Setup:

CPU:Intel(R) Xeon(R) CPU E5-2695 v4 @ 2.10GHz

MB:Supermicro X10SRL-F motherboard

RAM: 4xSamsung M386A8K40BM1-CPB 64GB PC4-17000 4DRx4-2133MHz Reg ECC 1.2

Storage:

HDD-6x6 Ironwolf (16 Tib) avilable+2x 500 Gib Nvme SSD

SSD (gaming drive)- 2x2 Tib Nvme SSD

GPU (for Plex Hardware Acceleration)-Nvidia Quadro RTX 4000

OS:Truenas Scale 24.10.2.2

Case-CM storm trooper...

Now heres the problems:

-My HDD setup is starting to run of Space (approx only 4 Tib left).

-I'm using a PLX Card to support those Nvme SSDs

-I think there is Pcie Bottleneck

What to do you think?

Maybe moving to EYPC Build?

If i buy this MB, what CPU i can install?

Is there any good coolers for this Socket (good=quiet but can cool the CPU)

EPYC Naples isn't that much faster per thread than Broadwell. You'd have to make sure you get the revised board that has Rome support.

I'd upgrade the storage before adding more compute. If you're out of SATA ports and don't want to run an HBA, start replacing your spinning drives with higher capacity drives.

I don't think you're limited on PCIe lanes. LGA2011-3 has 40 lanes per socket.

There are still LGA2011 compatible 120mm tower coolers out there. The old Cooler Master Hyper 212 Evo should still do it.

I sold my soul for ProSupport.

I asked for the SP3 Socket...

For LGA2011-3 i use noctua server because my MB not using square socket... it uses a triangular Socket... and it works great.

Im thinking is also to upgrade the case maybe using Fractal Define 7 XL or Lian li A76X

Any recommendations on HBA or Cases?

I'm not aware of there being many good quiet SP3 coolers. It's incompatible with most generic heatsinks of the time because it's a much larger package than contemporary desktop processors. Most of the  ones you'll find are server-style bricks that need high pressure (loud) fans. Noctua made versions of the NH-U12S, NH-U14S, and NH-U9 specifically for Tr4 and SP3, but they're discontinued so you'd have to roll the dice on the used market.

You would need at least an Epyc 7002 series Rome processor to get a noticeable step up from your Broadwell Xeon in single core performance. That will require hardware revision 2 of that Supermicro board. (Early Epyc Naples platforms didn't have enough microcode space to support Rome as well.)
