GPU not pulling full power when full usage.

Yes, that can be normal. GPU utilization % just means the card is busy, but the actual power draw depends on the workload. Some games like Squad are not very power-hungry and don’t push the GPU to its max TDP, so you’ll see high usage but relatively low watts.

If temps are fine and yours are, there’s nothing wrong. Power draw will vary a lot depending on the game/engine, resolution, and settings. In heavier titles you’ll likely see much higher wattage closer to the card’s rated limit.

Could certain games provide stutters and fps drops even though hardware is powerful? 
 

I find that I get a lot of fps drops in games such as squad and he’ll let loose, but games like RDR2, GTA 5 and rainbow six siege are steady ! Also my CPU is a 7800X3D

Yep, that can totally happen. Some games like Squad or Hell Let Loose are notoriously CPU-heavy and not as well optimized, so even with a 7800X3D + strong GPU you’ll see stutters or FPS dips. On the other hand, games like RDR2, GTA V, Siege etc. scale better and look smoother on the same hardware.

As long as your temps and clocks look stable, it’s more about the game engine and optimization than your rig. You can try lowering view distance  shadows in Squad to smooth it out, but don’t worry  your hardware is fine.

it can be tied to the drivers too, specially on nvidia GPUs where drivers patches are sometimes game specific. consider that nvidia drivers in the past 2 weeks have been garbage so they will be better in the future probably. if you play at max 1440p with DLSS on you shouldn't experience stutters unless drivers are awful

As long as your temps and clocks look stable, it’s more about the game engine and optimization than your rig. You can try lowering view distance  shadows in Squad to smooth it out, but don’t worry  your hardware is fine.

So when testing games I should just mainly focus on the temps and clocks got it 👍

Exactly 👍 as long as temps and clocks are stable, you’re good. Performance dips in certain games are just down to the game engine/optimization, not your hardware.

Ada and blackwell marked a change in how Nvidia's cards operate under load. Its quite common to see varying power levels while even under 100% load, which is a contrast to how Ampere and prior operated. 

 

My old 3090 no matter the game, if I was GPU limited, the card would ramp up to 400W and sit there, flat line. 

 

4090, however, the Board Power Draw is all over the board.
