My usb ports do not read usb drives and hard drives. When I plug keyboard and mouse into them, it works fine.

I am uncertain as to what could be causing this problem.

 

also, in the bios, it does not detect my cpu fan for some reason. I had to set it to be ignored in uefi BIOS. my computer alt tabs randomly out of applications

do they even come up in device manager ?? if not might want to check the bios,

check all cables are plugged in,

maybe even update the motherboard or

"put a fresh install of windows ( not advised only if you think you really need to )"

Microsoft are almost useless in cases like this but because the ports work with keyboard and mouse (which are driver less devices) I think the problem is not with the USB or motherboard, its a software or driver issue within windows. 

USB flash drives and HDDs need drivers to work correctly and sometimes windows just cant identify the device correctly.

Give this a go and see how you go.
