Computer has trouble booting up

When i turn on my computer only 2 out of 4 fans turn on, rgb is on and cpu cooler is on, everything else is off, left it for 10 minutes then i need to force restart the computer. Turning on the pc again, the second time it turns on all the fans and mouse only, then had to restart again. The 4th time i turn it on i get the windows automatic repair screen, after pressing repair the pc turned on as usual but the monitors stayed off, and didnt post, had to restart the pc after that. and im pretty sure i reinstalled windows after changing the board. Could this be a motherboard issue or a windows issue? or even a power supply issue? I recently changed my motherboard and psu recently so i hope its windows.

Check the motherboard's CPU socket for bent pins.
