Contrast Ratio values should not be believed. Look at independent reviews like RTINGS.

Generally speaking, IPS displays have IPS glow, so black levels are a little mediocre. TN panel displays have bad color reproduction. VA panels have great contrast, but awful viewing angles. Most TV's are VA panels because they're placed far away enough for viewing angles to be irrelevant.

 

Alternatively, you can just ask people on these forums for monitor recommendations as long as you provide budget, purpose, and country + retailers.

You're in luck. Dell recently showed off their new generation of IPS Black panels at CES

You should always double-check reviews (most people like RTINGS) before making a final choice.

Black Uniformity also heavily depends on luck. I've own IPS monitors with perfect blacks and some with awful backlight bleed.
