Isn't Dynamic Refresh Rate supposed to be using less power, since it's a power-saving feature?

I recently learnt that refresh rate of your display increases the power consumption of GPU, so wanted to see by how much, and also see if Windows' Dynamic Refresh Rate actually helps save power. From the looks of it... It does not, because my GPU (7900XTX) was wasting more power with DRR enabled VS maximum refresh rate even when I was just moving my mouse. This is in no way scientific, but begs the question: why?
