based on what my grandfather told me, he tried to perform a factory reset enabling all non-original files in order to do a power presentation at work. This is he wrote down verbatim on a piece of notebook paper for me:

"Performed a factory reset enabling all non original files. Was working. After shutting off, will not restart. Sometimes when you push power button the HP logo will show on screen and something circle of dots (with HP logo) will show but never further"

 

The operating system is Windows 10. I have some real tech support stuff to do despite already taking college IT classes. I kinda know what I'm doing (in Linux and Mac OS, not so much Windows).

Is it just stuck at the splash screen when it does get there, or does it just turn off?

It just gets stuck there. Tested it a couple time. Does not turn off unless I either unplug it or push the power button.

Can you enter the BIOS ? If so, try checking if the boot drive is recognized.

Is the boot drive removable ? You can check it with an USB adapter on another computer to see if it is readable.

You can also try clearing the CMOS if this is a thing of this small form factor.
