Choppy Framerate

This pc build has a 2080 inside of it and a ryzen 7 5700x, 32gb of ram, 2 monitors. The framerate on games will show 140-200fps, and hasent had a problem until recently. The framerate still shows as such but it will stutter in games. The things that have been tried is swapping out the gpu to a 4060ti 16gb, reseating ram, reinstalling drivers. Unsure if this could be related but when it was running with the 4060 it was fine with 1 monitor on and plugged into the gpu, however when the 2nd one was plugged into it, it started to have the issue. Throw ideas of what it could be or help to narrow it down would be great.
