black ops 2 "updating executable"

im trying to play black ops 2 but when i launch the game, there are 2 outcomes.

 

1) just says this "updating executable" when i click the play button. the play button turns into a cancel button and i can either wait until it goes back to normal or i can click cancel. either way nothing happens and i can click play again but nothing changes. 

 

2) it launches the game but it asks if i want to launch in safe mode or normal mode but either choice i pick makes the screen go black. the pc doesnt see the monitor anymore and the monitor is searching for DP or HDMI until it turns itseld off. i cant use any buttons or mouse. i cant alt f4, ctrl alt del, all i can do is a hard reset on my pc to get back to the desktop. 

 

ive treid all the internet fixes. clearing dns cache, deleteing appcache, run in compatibility mode with windows 7 and 8, run in admin mode, run in a lower resolution (im 4k), turn off steam over lays, turn off msi aftrerburner, turn off rivatuner, re installed the game 3 times, verified integrity of game files, updated windows and all drivers, spamming the play button, launching the exe file in file explorer,  tried to install directx but it said i have the latest version, delete "players" folder and launching game,  repair c++ redist. idk what else to do. i need help lol
