Ok, apart from the first PC having a 1TB HDD and the second having a 500GB HDD, which PC is better or It's basically the same? The first PC cost $495.20, the second cost $529.00. Edit: Ignore the links.

Both these links are the same and do not match the specs you typed.  But of the two you listed, I would go with the first all day long.  Performance is essentially identical and the first has twice the storage for less money.  No brainer right there.

Ignore the links. I was trying to remove the formatting but that's just what it did.

My recommendation stays the same. The first system is actually faster in theory. But because of the higher TDP in the same form factor, it may throttle itself a bit.  I'd still go with the first.

Yeah, I mean I can't get the 1st system anymore, more or less have to go with the second system. I can keep the 1TB drive from the first though and put it into the second. The USB C from the first seems to be faulty. Sucks I have to pay more to get the second system.
