I turned the PC off, then at the back on the PSU too but the light on the motherboard stayed on so I tried the technique to drain power by holding the power button but it stayed on so I pulled the power cable but the motherboard light is still on after not being plugged in or switched on at the back on the PSU for 10 minutes.

 

I don't know how to make it power down as I was going to change the RAM to 32gb from 16gb across two sticks.

 

Everything works fine but it just won't power down and I don't know how to make it.

So there’s relatively large capacitors in a power supply that will still hold a bit of charge even after the cord is removed. It may take some time to use all of that stored charge. Just give it some time and it will shut off.
