Is this an okay build for gaming at 1440p and video editing? I imagine the cpu would be a bottleneck, would love to hear some opinions. (used a XFX Speedster QICK 309 Radeon RX 7600 XT 16 GB and it was crashing)

The CPU is massively underpowered for the 4060 Ti. Look at upgrading it first. For gaming, there's a huge bottleneck at 1440p. Get a new platform upgrade and then try a new gpu if it still crashes.

thanks so much for the response! can i ask why the mobo change? and is the different cpu better because it has higher l2 and l3 caches despite lower performance core clock?
