Asus 6670 gpu, I looked at the temperature today and it was running quite hot. When I looked at why it was, it was because the fan was not spinning. When manually restarting it briefly spins for 1-2 seconds then stops again. I have also tried configuring on AMD catalyst control center and tried to manually control the fan. Weirdly the fan spins when I put the fan speed at more than 80%, below that it doesn't spin. I also switched to a different PCIE however the same problem exists. Please help, thanks in advance.

The bearing on the fan is shot. It starts spinning when you set it to 80% because at that point enough power is being pumped into it to overcome the drag caused by the bad bearing. You can try finding a used one, even one that is not working, so you can swap out the fan. Or replace the GPU. The GTX 750 is the best "no PCI-e power cable" needed GPU available right now, and would be a nice upgrade from your current card.
