I am not sure what is going on fully, but I was trying to get another user added with admin access so that I wouldn't need to log in to my computer. Well, I did something wrong and the user only shows up on restart (tries to login for me) and fails every time because it says incorrect password. I was trying to disable the user so I could fix it later. Another post here said to disable it via PowerShell, so I did, or at least the user I thought it was. Now it only shows a user that does NOT have admin access, and it's not at all my desktop nor do I have all my programs on this user. I can see which one it is now, in file explorer (or at least to my knowledge). I did boot into safe mode as the admin user to see if I could enter PowerShell there, but I wasn't able to use the Enable-LocalUser (or whatever the actual command is) to enable the user.

I also posted this to Microsoft's support forum.
