GPU doesn't always turn on

hey,
I just bought a rx6700xt and it was working fine for a week. The next morning it started to not always turn on and show display. I'm sure the issue is not related to the motherboard since i tried to boot with another gpu and it worked. I tried anything but i still cannot understand why the new gpu doesn't always turn on. When it actually works, the system runs fine without any artifacts or any related issue. 
I really hope someone can help me out of this...

what do you mean by "it doesn't turn on", do the fans not spin up after it boots, or is there no video output?

fans don't spin after it boot. Btw i found the issue, a little (i think) capacitor wasn't well soldered on the pcb and wasn't making proper contact with the trail

That can be because of some low noise mode, where they don't spin until it reaches certain temperature
