white lines and stuttering

Hello, I recently built a pc 

(specs)

4070 ASUS DUAL

32GB of vengeance DSR5 6000MHZ (2x16)

ryzen 7 7700X 

MSI MPG B650 CARBON WIFI

1TB of lexar nvme M.2

cooler master v750 gold i 

 

Recently every time i boot up it starts stuttering and white lines start appearing and it feels like im on 30 fps and sometimes it completely shuts down, i checked event viewer and it came up with EVENT ID:41 TASK CATEGORY 63, i searched it up and i think it something to do with wattage but im not sure because i have more than enough i think i connected the gpu with a 6+2 PCIE power connector and maybe its because of that? Can someone please help me because i dont want to damage my computer anymore since arrogantly i just kept on using it but now im just too scared to lose my gpu or something thank you

Okay, take off gpu, boot with integrated graphics and see if stutters still appears, also use pc with one ram stick and see what happens.

Also take off bios cmos battery and put it back after 2mins, maybe ram xmp profile causes this? There is so many reasons for that problem.
