New GPU No Display?

Solution: PCIE riser generation must match what is set in the bios. My PCIE riser is 3.0 so my bios must also be set at 3.0.

Zotac RTX 4060

AMD R7 7700X

GIGABYTE A620I AX

SN850X

CP2K16G56C46U5

700W

 

Put together this new build, but the new GPU (RTX 4060) does not display. Then when I plug it into the motherboard, only the cursor is visible on a black screen. So I replaced it with my old GTX 1060 6GB and it works.

 

This is a current problematic instance that I've been troubleshooting since resetting Windows. I only mention this instance for simplicity's sake. Here's a link that describes the length of my problem from the beginning:

I'm beginning to think this is a problem that is out of my hands. I'm thinking about buying a different model GPU because I believe there is some kind of incompatibility that this build is dealing with even though that doesn't make sense.
