Weird Windows 8 Issue

Apparently my ram needed to be removed and re-installed.

I just installed Windows 8.1 the other day on my laptop and everything has been working fine until today. I went to wake up my computer from a sleep and it started making a really loud beeping noise that kept pulsing. I didn't get anything on my screen at all, just black. I tried restarting and pulling the power cable (I don't have a battery in it) but I'm still getting that loud pulse. I've never seen this and I can't boot into Windows.

 

Could this be a hardware issue, or is it more likely something with my Windows install?
