Need help $2.5k USD build

Since you're planning to use Intel 13700 paired with Z790, I would assume you wanna overclock to achieve true potential, which means you're gonna need a way more powerful cooler than NH-U9S

 

There are several alternatives, for air cooler, you will need a dual tower style, either Thermalright Peerless Assassin 120 for budget or Noctua NH-D15

But for maximum cooling, I would recommend AIO such as Arctic Liquid Freezer II 360, be Quiet! Silent Loop 2 360 or NZXT Kraken X73

OK, but you can get a much better system for that price. https://pcpartpicker.com/list/sRfM34 13900KS + PNY 4080 + 2x16GB DDR5 5600 CL34 RAM and a Gigabyte AORUS ELITE AX Z790 Motherboard, along with a Noctua NH-D15 chromax.black and a Western Digital Black SN850X 4TB NVMe PCIe 4.0 SSD. Also your mentioned 100$ wiggle room has some extra options- 

1. More Futureproof Z790

2. A "better" 4080?

3. Overkill extra 2x16GB Corsair matching Vengeance DDR5-5600 CL34 RAM.

Extra 100$ is almost the same options as the Intel build, except the motherboard is an X670 and the RAM is G.SKILL FLARE

As for the case, Phanteks P600S is a nice case, quite modular and a lot of filter for front and top side

But, newer line up of PC case offer a better configuration (compatible 'air cooler' mode or AIO mode), even way modularity (top side has hinge which makes is way much easier to install AIO or PC fans on the top side) with a better price (USD 95-99)

Yeah the case is something I already have and the psu was bought in a big sale year ago so was like why not get it for a future future proof but then now with 40 series you want atx 3.0 or w/e so im stuck with it now just wanting to upgrade everything else now
