Very long boot time

I just got my computer together it is not my first build by any means but this is the first time I have had this issue. From the time I hit the power button to me being able to sign into windows is 1min 40sec. None of my other computers have had that long of a boot time and it makes me think something may be wrong. 

 

Specs

Motherboard: MSI X570s Carbon Max WiFi

CPU: Ryzen 5800X3D

GPU: RTX 3080 FE

Ram: G.Skill Trident z neo 3600 2x16gb

Storage: Samsung 980 pro 1tb

 

Steps I have tried - 

Updated MOBO Bios

Updated chipset drivers

Updated every driver I could find

Returned and replaced one motherboard with the same one. 

Clean Windows reinstall

 

The CPU and GPU have both been in other systems before that did not have this problem. While booting the mother board code readout is on A2 then 02 for almost the entire time.
