I have like a 2yrs old lap with a pretty old GPU and specs it was running fine but I encountered frame lags and when I checked it out the GPU was not drawing power it's rated TDP is 45w but it only uses like 15-20watts and it gets heat up like 45w .. can someone help me out ? 

I reinstalled all the drivers and also had a window reset but it didn't work :(

What laptop is it exactly? Can you check the temps on it? Are you sure that it's getting used? And what do you mean with:

Ifi understand correctly you are getting thermal throttling when you did not used to.
 

First, make sure the heat exchangers are clean. Dust can cause major temp issues in laptops.

 

If it isn’t dust, this may be a hardware issue where the thermal paste is old and not working properly anymore. The fix is opening up the laptop and re-pasting the cpu and gpu.

It is Asus vivobook gaming ( F571gt to be exact) the temp are high like 85 degree but it is normal . Yeahh GPU is being used I checked it twice.

Yeahh it can be I lasted cleaned it like 6months ago but the power drop was like yesterday it was not today it is .. but yes I will redo the thermal pasting and cleaning this weekend.
