The CPU cooler is for a Threadripper CPU (TR4). The motherboard is for an Intel 12th or 13th gen Core CPU. They are fundamentally incompatible. 

 

The CPU cooler is 165mm tall which is the maximum height allowed in the case specs. Depending on manufacturing tolerances, the cooler may touch the case side.

 

80+ ratings certify electrical efficiency. Not quality.

The AK400 will fit and is compatible. It is marginal for cooling an i7-13700K. An AK620 would be better but check the height of the memory modules as that cooler restricts memory height to 43mm.

the 4070 isn't bad for power efficiency but the 6900 xt is better. Then again if your paying a lot for energy I would get the 4070

6950xt can be found for that price, the 4070 lack of vram is horrid and will make it obsolote probably within the next year and a half, seeing the upcoming games, its just a laughingstock, get something with at least 12gb of vram (6950xt is on par if not better than 3090ti), you can also get a 6800xt, 16gb vram and performs well and better for about 500 or 450 in my country

only problem with that is its power draw and the high energy prices in europe. I would get the 6900 xt instead as it draws 70 less watts but only performs slightly worse for less
