Basic settings blocked even though I'm the admin

I just plugged in my second monitor and I went to rearrange the way the displays are organized, but those settings and the ones to change the orientation & resolution are blocked. It says 'Some settings are managed by your system administrator'. I'm really confused because I AM the system admin.

I probably forgot about this comment so quote me if you need a response.
