Are these temps normal

It's completely fine and normal.

My 12600KF maxed out at 77C on the package in cinebench R23 in a 10 minute render with all three fans and the pump on my deepcool castle 360ex rgb at 100%. The CPU pulled a maximum of 164.81 watts and 1.364 volts. The radiator is at the front in my 4000D airflow in a push config with both side panels off. The CPU idles at around 25C package temp. I used an X pattern for thermal paste and used noctua NT-H1 thermal paste. The rest of the fans in my case were around 80% and are deepcool RF120 fans. Are these temps normal and if not how can I fix them? Here is a picture of how I mounted the cooler. The brackets were interfering with the capacitors so I rotated them 90 degrees. The motherboard is a MSI Pro Z690-A DDR4. The back plate is the one that came in the box redneck engineered to support LGA1700 by using a drill and sand paper to remove the little nub in between the mounting holes so the poles that go through the MOBO can support LGA1700.

Looking at the thermal performance at 165W, I think 200W will be fine.

Tho, I doubt the performance gained would be worth it, waste of electricity if you ask me.

Occassionaly visits the forum when I have nothing to do at work.
