I did my first build last week with i5-12400 cpu, 16gb 3600 ddr4 ram. I have MSI PRO B760-P WifiDDR4 Proseries Motherboard which I connect my 4k monitor via dp and 4k tv via hdmi too. I've noticed when playing 4k hdr videos on my tv via youtube that the video plays fine if I don't scroll across the screen (TV) while the videos is playing but if I do it will start to lag. I can scroll across my monitor while the video is playing without issues. I also noticed while playing a youtube video on my monitor while playing non 4k video file (mlb baseball game) via gomplayer (on my tv) at the same time that the playback would do the same thing. It starts to lag on gomplayer. I have the screens in extended mode so I can multitask while watching content on my tv. My question is what is causing this and how can I stop this from occurring. Do I need a better cpu or do I need to add a gpu or what? I'm using Brave browser while doing this. Are Chrome and firefox better? I want to be able to these things together without lagging.

When watching a video file on my tv and on my desktop monitor from my pc at the same time they both start to lag or if I'm on Facebook while watching a videoclip on tv . Is it the cpu or what?
i5-12400
16gb ddr4 ram
hdmi to tv (4k)
dp to 4k monitor

I would firstly just switch to a different browser and go from there. While it does seem your CPU is more than capable of running 4k video over DP it might be a tad deceiving. That specific CPU is using a IGPU 730. Very capable but might not be able to push 4k well, since its max theoretical resolution is 7680 x 4320 @ 60Hz. While that number makes it seem like it would be fine for video playback, background tasks and other system processes will eat up precious CPU cycles.

When you say "scroll" across your screen. Can you elaborate further? I would say look at GOMplayer first, and switch to VLC Player. I would also switch to using Edge for your browser as it would be less resource intensive than a third-party app.

Are you hooking up both displays (HDMI and DP) at the same time? Does the issue happen when both are going? Are you having the same issue when just one is connected? If thats the case you might want to look into updating your bios and or drivers. Your CPU might be getting bogged down having to output that much information, especially if you're running 4k video.

When I say scroll I mean just moving my cursor across the screen while the video is playing. I do have them both hooked up at the same time as I watch movies on my tv while doing tasks on my desktop at the same time. So far I've noticed the issue happening if I am watching a video file on my tv at full screen and if I go to a website like FAcebook or one that has embed video playing like youtube or imdb. It's not always 4k video I'm playing. For instance I was watching a 1080p video and it plays fine but if I go to youtube and play a video at the same time it starts lagging. If I play a video and don't do anything it's fine as well and I can surf the web pretty much fine as well. It's just 2 videos playing back at the same time on both screens causes issues. Do I need a gpu to use as an output for one display and use my motherboard I/O for another to counteract this issue or will a higher cpu curb the fix?

I always have both connected but not both going at the same time with videos playing. The CPu is always at 40% or lower when doing this but my GPU is usually maxed out.
