Games, programs or workloads that it will be used for: Hearts of iron 4, Rimworld, Victoria 3, Dead Space Remake and so on.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

Upgrading from I7-9700F + Dark Rock Pro 4, AsRock H370M pro (micro atx), 32GB GSkill 8GB x4 running at 2666mhz (chipset/cpu max of 3200 capability or modules), 1Tb 970Evo m2 + 1Tb samsung oem ssd m2 (similar to 970evo in performance) + 6tb sata drive. Video Card is RTX 3080 10GB GameRock (didn't like the look initially but it performs pretty nice in terms of thermals). Case is Thermaltake v21. This stuff is living in a cabinet under TV. So i invested a lot in a noctua 140mm coolers (2x driving wind from the cabinet and 140 x3 + 120 x2 are pushing air through the case).  All this stuff is connected to the TV directly via HDMI (LG CX) and to my workplace via LAN to hp 17" laptop so i can game strategies with a Parsec. PowerSupply is BeQuite! 750 modular one (holds pretty well with 160 max tdp of 9700 + 400 peak of 3080).

 

Question: I want to upgrade my computer partially. Since i think if 9700F with unlocked turbo kinda okay for these days but 2666mhz ram is quite holding the system back in terms of modern games in 4k and full potential of my 3080 is not really realized. 

 

There is a potential build (please mind not all parts from amazon are available in Poland):

Corsair Crystal Series 280X RGB Black
AMD Ryzen 7 7700
MSI PRO B650M-A WIFI
Kingston Fury Renegade RGB 32GB [2x16GB 6000MHz DDR5 CL32 DIMM]
Samsung 990 Pro 1TB

 

The total price is around $1200

 

The reason i want to replace the case is i want sometimes to connect the pc directly to my workplace monitors to play some action games using the table with keyboard and mouse and the space there is even more limited than in the cabinet so the only matx motherboard case which fits is 280x. At least which is available in stores in Poland.

 

The reason i choose Ryzen 7700 is i potentially will upgrade it to x3d once available later, while it is +50% powerful in games compare to 9700. And overall build is cheaper than 13600/13700 + mobo. Also 1700 intel socket will not provide me with upgrade potential.

The CPU should be great with the RAM at 2666.  If you want to OC it to 2933, go for it, but that should not be an issue.  What is the total util on your CPU in game?  A 9700 should be good enough for a 3080.  What issues is the system having?

i7-9700f with that motherboard from asrock simply cannot go higher than 2666 anyhow. It hax xmp with 3200 but it doesnt work at all. About performance overall i see some drawbacks in Company of Heroes 2 (which i forgot to mention sadly, while i spent 3k+ hours in it, and COH3 is coming soon). In 4K it is struggling at max settings (no more than 80 fps while turbo maxing everything out), can't say about COH3 performance before its release but it is also will be a challenge i want to be prepare to.

Does the framerate improve at 1080p?  If the framerate doesn't improve when you lower the resolution, then you are CPU bottlenecked.  If it goes faster at 1080p, then your CPU is not the problem.  COoH2 seems to actually be a pretty light game hardware wise.  You sure it's overworking your CPU?  It's a 2013 game.  I seriously doubt it would benefit from upgrading from a 2019 CPU to a 2022 CPU.  Resolution and settings affect your GPU, not your CPU.

Gocha, well the coffee lake memory controller works best with about 2666 anyway, there's no benefit to going any faster.  That's not gonna really do anything for your framerate.

Yeah, i totally agree that 9700F with 2666 memory is pretty capable machine nowadays, but since its been in use for three years i want to update my system to something more modern. The question is not about yes or no to upgrade but about the next build in terms of if i missing something, is motherboard is actually good (i know it miss pcie 5.0 but is it really a problem for the next two-three years?), pcie 4.0 ssd is also a nice bump to pci3.0 970 evo. I do understand that it is not so much in terms of fps but overall loading speeds will increase. 

Or maybe i shall invest into 13700K since it totally be a good thing for the upcoming time. But in that case i am pretty sure 7800x3d from AMD will crush it. So i plan to buy it later once it will be widely available.

For a gaming system, sure it would have all the new specs but you would be unlikely to actually notice that anything difference is happening.  It's much smarter to use a system for as long as it performs the task well and then save your money to buy a new one when it's actually beneficial to do so.  Upgrading just because something new is available when there's no benefit to doing so is a very bad habit to get into.  Not just for PCs but for all things.  If you have money burning a hole in your pocket sure fuck it, but I would not expect this to deliver any different of a user experience.  Same with the SSD.  The motherboard works yes, it's built for the new processor and has the ports you need, there's not much to be had in terms of a motherboard being 'good' there are a few that are known to be bad but they usually get pulled from the market or fixed, at least when it comes to a gaming PC using a relatively low wattage chip.

This is The Wisdom. But i cannot decline myself in a such pleasure. Also i will sell used parts and make someone happy with a good stuff for a pretty reasonable price.
