I have an RTX 3050 in my top PCIe slot. It's back the the olden days when EVGA still tolerated Nvidia's B.

 

I was wondering if it would be a good idea for me to put a PCIe card in the slot second from the top (x1, Not the x16 slot beneath that). If I do, there is a very high chance that one of the fans will have 0 airflow.

Do you have pictures of your build? It would be a lot easier to give advice if we could actually see what trying to describe. How big is the PCIe card you want to slot next to your GPU? 

 

To be honest, the 3050 is not a high power draw card, so getting it a ton of airflow is not as important as it would be for a 3090 or 4090.

 

Not to mention, your choice of case is going to have a WAY more profound effect on your airlfow than a PCIe x1 card.

You could use a PCIE 1x Extension Cable (https://www.amazon.com/Expander-Extension-Silver-Plated-Foldable-Full-Speed/dp/B07XK7F6XL) to mount the card in a different slot and connect it to the slot on your mobo. This way, you can still use all your PCIE slots and maximize airflow to your GPU.
