Unexplainable freeze frames - high quality hardware

Pc Specs: Ryzen 5 3600, RTX 3060ti, B550 A-Pro, 850W PSU (80+ Gold)

 

My computer is experiencing frequent hiccups from minor CPU usage applications. Also, whenever I attempt to screen share using discord and tab into another tab (that I'm not screen sharing) it will freeze my screen at a frame for a couple seconds and drop to about 3 frames a second. When I attempted to do these with my task manager open as well, it revealed that my CPU usage would not increase too high (highest about 30% with every once in a while hitting 70-80% randomly).

 

One of the more common struggles is when I alt tab during screen sharing on discord. My sound will do a little static hiccup thing and then my volume will increase. My computer will also lag heavily with these freeze frames making it nearly impossible to do anything with my mouse. The only solution is to stop the screen share or alt tab back into the program I was sharing. 

 

My computer is dusted decently btw.

 

I had no previous issues like this before upgrading my 3060ti. Is this an issue with my CPU, an issue of software, or something else entirely.

you might have the same problem i had, in your bios make sure that amd acceleration is turned off, it sounds like it would make the cpu faster but it locks the utilization for the cpu to only 30% which causes a gpu gap/bottleneck

When you upgraded the GPU, what did you upgrade from and did you remove the old drivers? Just because you don't see the CPU hitting 100% doesn't mean it isn't doing so briefly or that Task Manager, which is terrible with showing CPU utilization (extremely inaccurate) isn't just wrong. What SSD/HDD(s) are you using? Can you clarify on what you mean by "minor CPU usage applications?" When exactly does this happen?

Latest AMD chipset drivers downloaded from AMD?

MultiPlane Overlays disabled (MPO)?

RAM running XMP?

I communicated with Chebse yesterday on Discord and eventually came to the conclusion that their Nvidia drivers were not having it.

 

We attempted to turn off hardware acceleration first, but that didn't seem to have any sort of effect.

 

Instead I had them uninstall their graphics driver using DDU to get rid of their existing drivers.

After that, I just had them reinstall their graphics driver from the Nvidia website again.

 

Discord seems to be working just fine.
