Program to display chapter time stamps

So basically I need a player that shows chapter time stamps. I'm using VLC but it doesn't do this. It'll show the chapters but no time stamps. I want to hover over the selection and be able to see it next to the chapter. Are there any free players that support this? I know older versions of Windows Media Player did but not the new one. Let me clarify - I want it to show the HHMMSS where each time stamp starts, not just some little notch on the timeline. Thank you.
