Computer does not post with different motherboard.

Hello, around 2 years ago I built a desktop PC for my sister for school. When she came back from summer vacation the usb ports on her machine would not work (mouse and keyboard etc. ) Even in the bios. Through initial troubleshooting I deduced  the motherboard was likely at fault. An Amazon order and a day later we replaced the motherboard and hit the power button. The fans started and a second later stopped. I thought the power turned off so I went to turn it back on. No effect. Turned off the switch at the back of the PSU... And back on.... And push the power button again. No effect. Did some investigating and the chipset was burning up (getting hot not actual fire) when the PSU was powered on without turning the PC on. I had a hunch it was related to the PC case (hp) which didn't have standoffs but raised areas with threaded holes. We replaced the "faulty" motherboard to Amazon and bought a N200. Did the swap and this time it tuned on, fans stayed on but didn't post. Turned it off and back on again, no effect, no fans, burning up chipset chip again. 

 

This had me thinking it was the PSU. I tested it and the voltages are all correct. 

 

I am at a loss, the only thing I can think is a faulty CPU as we have tested with different configurations and the CPU is a common factor (along with ram, PCIe wireless card, and nvme boot drive)

 

Has anyone here experienced or have any idea what may be causing the chipset to overheat? 

 

Something to note, the cpu still works in the original mobo, but still no usb support... (PS2 works)
