So I bought a new pc in december last year, worked great for a while, about 2 months ago now I had an issue where the RGB fans would flicker as if the change colour button was stuck on or something, then the CPU fan would stop spinning under heavy load. at the time i had a B550m-k motherboard, i have since replaced it with a b450 strix gaming motherboard, this allowed me to plug my fans into the mothercoard directly whereas before they were plugged into a splitter that was controlled with a remote. not ideal. On top of replacing the MB, I bought a new case with new case fans as the old ones were a 3 pin fan design and not 4 pin.

since then the PC has worked fine, until about last week, I started having internet issues, my PCs connection would just drop completely without warning or explaination, this would happen at random times and even happens on boot or at idle. I have run the troubleshooter and it comes back saying "ethernet does not have a valid IP". I have tried every fix i can find for this, followed tons of tutorials and nothing works, the only fix that sometimes works is to unplug the system and leave it for a few hours, hope and prey and then come back to it, like I said, sometimes this works, on top of this issue, the CPU fan occasionally stops spinning and then spins back up, as if it loses power for a second. this is followed by the RGB fans (which are plugged into the fan headers on the MB) start to flicker like before.

To top it all off, the system stability is perfect, I have never had a crash or a blue screen and I never drop frames or throttle in any way, which is very strange. I thought the power supply was to blame but I can see that when I put the system under load, my usage for the whole house goes up to about 450W total using a gas and power meeter, so it cant be the power supply, or am I mistaken?

I have tested the system in many different outlets and even sent it back to the place i got it from for testing, they said they couldnt replicate the issue, and when it is plugged in downstairs it works perfectly every time, the only time i have the issue is when its plugged in anywhere upstairs. Could there be something wrong with the power in the section of my house? and if so how would that only effecet these few things and nothing more?

I really have no idea what the root issue is and how to fix it so any suggestions would be VERY helpfull.

I also would not like to move my entire streaming setup downstairs as my family uses the sapce every say and I have my office setup upstairs.

System Specs:
MB: ROG STRIX B450-f Gaming II

CPU: AMD Ryzen 7 3700x

Ram: 32gb corsair Vengeance LP running at 3000 MHz

GPU: rtx 3060 from MSI

PSU: CV650 from corsair

OLD MB: Asus Prime B550m-k

Fans stopping isn't necessarily a bad thing many/most modern systems lower/stop fan speed if the temperature is low enough. When I'm not gaming there isn't a single fan active in my PC.

However, it is possible that you have an issue with your house power you could try getting a UPS that corrects the voltage.

Or maybe there are some other potential sources of electric interference. Any cell towers, antennas or other major electrical systems in your area?

Just as an experiment have you tried to use an extension cord to connect your PC to a downstairs outlet while placed upstairs? This way you could check if it is the outlet or maybe local EM interference.

I know this sounds wild but these cases of haunted hardware are notoriously hard to figure out.

yeah I have all the fans set to a low speed when temps go down but they shouldnt turn off, the CPU fan also goes off for about 1 second then spins back up and then off and on again and again. This also happens more frequently when the system is under load, especially when using the internet, for some reason, watching a 4K youtube video almost immediately causes the internet to just disconnect and the fan stops spinning.

Havent tried an extension from downstairs, i might try that next thank you!!

No major system in the area, I'm right next to a small forrest so the nearest cell tower is pretty far

thanks for the suggestion
