Sleeping Dogs Resolution Issue

I'm having an issue with Sleeping Dogs forcing a maximum resolution of 1280x720 at 60hz, even though my pc will run games like battlefield 3 and borderlands 2 at 1920x1080 with no issues.  I have the same issue with Max Payne 3, but I've attempted to manually edit the displaysettings.xml file for Sleeping Dogs to 1920x1080, but as soon as it boots, and switches from a window to full screen when the game is fully loaded the game automatically switches back the resolution to 1280x720.  I'm running a 1gb hd 7850 with catalyst 13.4 drivers.  I assumed the drivers were the issue as I was initially running catalyst 13.1, but updating the drivers did nothing for this.  Wondering if anyone else had these issues, or knows how to fix them.

 

I apologize if this is the incorrect forum, I did not notice a help or troubleshooting forum so I assumed pc gaming was the correct place to ask this question.
