Full Screen FPS issue (Help needed)

Hey guys wonder if any of you can assist with a issue I am having,
 

I seem to be running into a issue where games will play at 1/2 (if that) FPS when tabbed in (Full screen)
but if I alt tab out I can see the game running behind and its running 100% smooth without issue.

 

Games I've experienced this with
FFVII
Vampire - Blood Hunt

 

When it only happened with Blood hunt I thought it was only the game but now seems to be happening with FFVII

Has anyone else experienced this before and if so know a fix ?

 

System Specs:
Intel 12700k
2080ti
M2
32GB Ram
Windows 11

As you can see when the game is in focus it drops to like 1/2fps but when tabbed out (When you see the OBS Screen) its running perfectly in the background
